In order to further develop the state civil service Russian Federation I decree:

1. Approve the attached development of the state civil service of the Russian Federation for 2016-2018.

2. To the Government of the Russian Federation:

a) transfer to the Ministry of Labor and Social Protection of the Russian Federation the functions of developing public policy and legal regulation in the field of remuneration of federal civil servants;

b) within a month, approve the action plan ("road map") for the implementation of the development of the state civil service of the Russian Federation for 2016 - 2018 (hereinafter referred to as the action plan);

c) ensure control and coordination of the activities of federal government agencies on the implementation of the action plan;

d) ensure the participation of leading educational and scientific organizations in scientific and methodological support for the implementation of the action plan;

e) annually, before March 1, inform the President of the Russian Federation about the progress of the implementation of the action plan;

f) within 3 months, bring their acts into compliance with this Decree.

3. Recommend to authorities state power subjects of the Russian Federation take into account the provisions for the development of the state civil service of the Russian Federation for 2016 - 2018, approved by this Decree, when organizing events for the development of the state civil service of the subjects of the Russian Federation.

4. This Decree comes into force from the date of its signing.

1. The main directions of development of the state civil service of the Russian Federation for 2016-2018 are:

a) improving the management of personnel of the state civil service of the Russian Federation (hereinafter referred to as the civil service) and improving the quality of its formation;

b) improving the system of professional development of state civil servants of the Russian Federation, increasing their professionalism and competence;

c) increasing the prestige of the civil service;

d) improving anti-corruption mechanisms in the civil service system.

2. In order to implement these Guidelines, the following must be ensured:

a) improving the organizational foundations for managing personnel in the civil service. For these purposes, by 2018 it is necessary to introduce additional mechanisms to ensure the preservation of the personnel potential of the civil service during organizational and staffing activities in federal executive bodies, as well as standards for normalizing the number of standard units of federal executive bodies, including by categories and groups of civil positions services;

b) creation of a unified information and communication space in the civil service system. For these purposes it is necessary:

by 2019, implement the transition to the use by federal government bodies of a unified information system for managing personnel in the civil service;

by 2018, introduce electronic personnel document management in federal government agencies and ensure automated verification of information provided by citizens entering the federal public civil service;

c) increasing the objectivity and transparency of the procedure for holding competitions for filling vacant positions in the civil service and inclusion in the personnel reserve of government bodies. For these purposes it is necessary:

by 2018, introduce a unified methodology for holding competitions;

starting from 2017, provide candidates for filling vacant positions in the civil service and inclusion in the personnel reserve of state bodies with the opportunity to submit to in electronic format documents for participation in the competition;

d) creating conditions for independent professional development of state civil servants. For these purposes, by 2018 it is necessary to create a single specialized information resource, as well as a mechanism for motivating federal civil servants for continuous professional development;

e) improving the system of professional development of state civil servants. For these purposes, by 2018 it is necessary to introduce new forms of professional development of state civil servants, ensuring an increase in the efficiency of their professional work, as well as additional mechanisms for financing the professional development of federal state civil servants based on the needs of federal government bodies;

f) increasing the prestige of the civil service. For these purposes, by 2019 it is necessary to complete measures to improve the system of material incentives for state civil servants, as well as the structure of their pay;

g) increasing the effectiveness of anti-corruption mechanisms in the civil service system. For these purposes, it is necessary to introduce modern technologies into the activities of federal government anti-corruption bodies, including, by 2018, an assessment methodology and a system for monitoring (control) the effectiveness of the activities of the units of these bodies in the prevention of corruption and other offenses;

h) providing citizens with access to up-to-date information on anti-corruption issues. For these purposes, starting from 2017, it is necessary to ensure monthly updating of the relevant sections of the official websites of federal executive authorities on the Internet information and telecommunications network.

In order to further improve the military-technical cooperation of the Russian Federation with foreign states and in connection with the adoption of the Federal “law” of February 15, 2016 N 16-FZ “On amendments to the Federal Law “On military-technical cooperation of the Russian Federation with foreign states” "I decide: 1. To introduce changes to the acts of the President of the Russian Federation according to the list in accordance with the "Appendix". 2. To allow organizations - developers and manufacturers of military products, which, in accordance with the "second paragraphs" and "third paragraphs of paragraph 2 of Article 12" of the Federal Law dated July 19, 1998 N 114-FZ "On military-technical cooperation of the Russian Federation with foreign states" the right to exercise foreign trade activities in relation to military products was provided before the entry into force of the Federal “Law” of February 15, 2016 N 16-FZ “On Amendments to the Federal Law “On Military-Technical Cooperation of the Russian Federation with Foreign States”, to fulfill existing foreign trade obligations contracts in the field of military-technical cooperation, as well as conclude foreign trade contracts based on the results of processing requests from foreign customers, if their processing was entrusted in the prescribed manner to the named organizations by the Federal Service for Military-Technical Cooperation before July 1, 2016, and fulfill obligations under such contracts.Reserve for the named organizations the right to carry out foreign trade activities in relation to military products insofar as they relate to the fulfillment of obligations under foreign trade contracts, without making additional decisions of the President of the Russian Federation and the Federal Service for Military-Technical Cooperation. 3. The Government of the Russian Federation shall, within 3 months, bring its acts into compliance with this Decree. 4. To recognize as invalid “paragraphs ten” - “thirteenth subparagraph “e” of paragraph 2” of Decree of the President of the Russian Federation of October 16, 2009 N 1167 “On amendments to certain acts of the President of the Russian Federation on issues of military-technical cooperation of the Russian Federation with foreign states" (Collected Legislation of the Russian Federation, 2009, No. 42, Art. 4917). 5. This Decree comes into force from the date of its signing.

The decision to grant an organization the right to carry out foreign trade activities in relation to military products is made according to a specific nomenclature (list) of these products, which is the subject of production activities of the organization - developer and manufacturer of military products and (or) organizations of the management company. The nomenclature (list) of military products in respect of which an organization is granted the right to carry out foreign trade activities may include only military products specified in the list of military products permitted for transfer to foreign customers (hereinafter referred to as List No. 1). When granting an organization the right to carry out foreign trade activities in relation to military products in terms of participation in the creation of joint enterprises (organizations) with foreign customers engaged in the maintenance, repair and destruction (disposal) of military products, creation and retrofitting on the territory of foreign states facilities that provide comprehensive service for supplied military products, the import of military products necessary for the production of its own military products by the organization - developer and manufacturer of military products, as well as for use in the production of its own military products by organizations of the management company, the decision is made based on the subject of production activities of an organization - a developer and manufacturer of military products and (or) organizations of a management company. The right to carry out foreign trade activities in relation to military products is granted for a period, as a rule, not exceeding five years."; "Clause 6" should be stated as follows: "6. In order to prepare for the consideration of the issue of granting the right to carry out foreign trade activities in relation to military products, the organization submitting an application for granting it such a right (hereinafter referred to as the applicant organization) submits to the federal executive body the scope of activity of which this organization or managing organization companies belong either to the State Corporation for Space Activities "Roscosmos" (State Corporation "Roscosmos"), if the applicant organization is an organization of this Corporation, documents according to the list according to the appendix. To prepare for consideration of the issue of granting the management company of an integrated structure the right to carry out foreign trade activities in relation to military products specified in paragraph two of paragraph 5 of these Regulations, the applicant organization submits the documents listed in paragraphs 1 - 4, 7 - 11, 14 and 20 of the appendix to this Regulation, without coordination with the federal executive authorities named in paragraph 16 of this appendix. Documents are submitted in the form of originals or copies certified by the applicant organization. The information provided by the applicant organization on the issues of its production activities and (or) the production activities of the organizations of the management company must be agreed with the military representative offices of the Ministry of Defense of the Russian Federation accredited with this organization or with the organizations of the management company. Submission of documents and information containing information constituting state secrets is carried out in the manner established by the “Law” of the Russian Federation of July 21, 1993 N 5485-1 “On State Secrets” and other regulatory legal acts Russian Federation. Opinions on the application of the applicant organization, issued by federal executive authorities, are signed by the heads or deputy heads of these federal bodies in charge of issues of military-technical cooperation of the Russian Federation with foreign states (hereinafter referred to as military-technical cooperation). If the processing of a foreign customer’s request is entrusted to a state intermediary - a specialized organization created by decision of the President of the Russian Federation in the form of a federal state unitary enterprise based on the right of economic management, or in the form of a joint-stock company, 100 percent of the shares of which are federally owned or transferred to a non-profit organization, created by the Russian Federation in the form of a state corporation, the identification of organizations - developers and manufacturers of military products participating in the implementation of the contract for the supply of military products is carried out by the federal executive body from among the organizations related to its field of activity and (or) the Roscosmos State Corporation "from among the organizations of this Corporation. In other cases, the identification of organizations - developers and manufacturers of military products participating in the implementation of a contract for the supply of military products is carried out by the subject of military-technical cooperation, which is entrusted with processing the corresponding request of a foreign customer."; "Clause 2.2" shall be stated in the following wording: " 2.2. The period for making a decision on identifying organizations - developers and manufacturers of military products participating in the implementation of a contract for the supply of military products should not exceed seven working days from the date of receipt of documents by the relevant federal executive body or the Roscosmos State Corporation. The decision-making period may be extended by seven working days if there are two or more organizations that have the ability to fulfill the contract, or if it is necessary to identify two or more organizations from different industries with a determination of cooperation in the execution of work.
