Vice-Governor Gennady Makin was involved in an openly criminal story that happened at the end of May in the Novousmansky district. This region, in a sense, is the patrimony of Gennady Ivanovich, here he was the secretary of the Komsomol committee, and the director of the state farm, and the chairman of the district executive committee.
So, according to the materials of the criminal case initiated by the Novousmansk police, on the evening of May 29, a group of local entrepreneurs severely beat the taxi driver of the Vendetta company, Ivan Pereslavtsev. One of them suspected the taxi driver who gave him a lift of stealing a phone, and his friends staged lynching against the Pereslavtsevs. They didn’t just beat the person, but did it with a certain amount of imagination: for example, they plunged their heads into the water of a nearby pond.
In general, the unfortunate 30-year-old guy was beaten and drowned.
Ivan’s testimony names four names: Strukov, Chebotar and Sinyugin, and when police called by neighbors arrived at the scene, the person who met them introduced himself as Gennady Makin, an employee of the regional government. Makin assured the police that his comrades did not drown the taxi driver, but, on the contrary, saved him.
It is difficult to say whether the patrolmen believed this version. According to our source from local residents, it is possible that the vice-governor has already “fed up” the Novousman police with his antics.
In general, Pereslavtsev ended up in the hospital, and then went to the police, where on June 27 a criminal case was opened under Article 112 of the Criminal Code “Intentional infliction of moderate harm to health.”
On July 27, the online newspaper “Vremya Voronezh” was informed by the Main Directorate of the Ministry of Internal Affairs for the region that newly received information would be checked. The newly received information probably means that the names of those involved in the massacre of the taxi driver have appeared in the press.
Why was the case not initiated immediately? Light on this moment was shed by State Duma deputy from the Voronezh region Oleg Pakholkov, who told the correspondent of “Vremya Voronezh” important details:
Ivan Pereslavtsev did not come to the police immediately. First he approached me at the reception. He was an extremely frightened man who feared for his life. The story shocked me. After all, in his words, the men did not just beat the guy, but mocked him, getting pleasure from it.
The deputy insisted that the victim still contact the police.
Pakholkov, by the way, does not agree with the classification of the crime:
What kind of “moderate severity” is this if a person had broken ribs, knocked out teeth, many injuries...
Gennady Makin commented on the story to our colleagues from Kommersant:
I have nothing to justify, I don’t take a taxi. Someone floated this rotten duck, as if they couldn’t come up with something smarter.
It’s a strange desire to look like a defendant in a smarter accusation.
However, Gennady Ivanovich has long been known in our area as a man of, let’s say, broad gestures and direct words.
The local press several times caught him being rude to lower-ranking officials and deputies. Some even quoted the words of the chairman of the supervisory board of the Housing and Communal Services Reform Fund, Sergei Stepashin, who in January recommended that Alexey Gordeev look after Gennady Makin, otherwise he would “devour everyone without supervision.”
According to the same Pakholkov, Vice-Governor Makin, judging by his behavior, “did not emerge from the 90s, he was stuck in an era when much was decided with the help of shouting and rudeness.”
There is also a very persistent rumor that being, let's say, in good mood Gennady Makin once said in a circle of close associates that he would certainly become the next Voronezh governor.
And it is on this soil that different conspiracy theories, which we discussed with local political scientists. Not all of them decided to speak on their own behalf, but this does not change matters.
So, we present the versions of those who benefit from the fact that this story has surfaced only now, when the campaign for the election of State Duma deputies is in full swing.
This is beneficial for Alexei Gordeev, who was offended by the words about the “next governor”, and now he can remove such a disloyal employee from the ranks of his government.
This benefits the “chekist clan” in the regional government. The head of this clan, Andrei Markov, will most likely become a State Duma deputy, and then the center of shadow decision-making will be concentrated in Makin’s office. The “chekist clan” does not want to allow this to happen, and therefore will take advantage of the situation to, if not overthrow Makin, then at least weaken his position.
This is beneficial to all those who are bored to death with Makin. There is no doubt that there are enough of them. There is an assumption that in the event of successful elections, Alexei Gordeev may go to the State Duma, and then Makin allegedly becomes the first contender for the vacancy. And not all influential people in the Voronezh region want this.
This is disadvantageous for Alexei Gordeev, precisely in light of the election campaign. Oleg Pakholkov expressed this idea more clearly than others:
Cultured, well-mannered Alexei Gordeev cannot call the districts with the demand to “give” United Russia the required percentage of votes. And Makin - very possibly, with swear words, with a scream. He already demonstrated this last fall, when there were elections to the regional Duma. After all, then Gennady Ivanovich broke the entire Voronezh electoral system. I don’t know if you noticed, but before that Mr. Gordeev often allowed himself liberal reasoning and criticism of the government and federal officials. And after what his deputy did with the elections, they made it clear to the governor: they say, now it’s better for you to remain silent than to criticize.
In general, if you take Gennady Makin out of the political game, this will greatly affect the ability of local United Russia members to gain the required percentage of votes. This means it will also hit Gordeev, who in Moscow will be assessed based on the election results.
That's how many important administrative threads are tied to the impressive figure of Vice-Governor Makina. And he frivolously allows himself to spend such informal time with his Novousman friends.
We don’t know for certain whether the duck Makin told Kommersant about was rotten or not. In such cases, they say, the investigation will show. But against the backdrop of the torment experienced by taxi driver Ivan Pereslavtsev, the State Duma elections seem to be an event that has little relation to reality.
Because the reality seems to be that a drunken group of rich people can mock a defenseless person, confident in their impunity.
But now it is impossible to imagine that the president could recommend a person with such a reputation as Gennady Makin for the post of Voronezh governor.
Today, July 2, Vice Governor Gennady Makin announced his resignation from his post. This was reported in the press center of the regional government. 60-year-old Makin explained that he is ending his career in government agencies, but “will continue to work in the team of the Voronezh region and engage in science and business.” Acting Governor Alexander Gusev thanked the official for his effective work and great personal contribution to the socio-economic development of the region. In particular, two high-profile scandals are associated with the name of Gennady Makin. In 2016, the driver of one of the Novousman taxis said that the official and his friends. The vice-governor himself then, in a conversation with Kommersant, called this story “Goebbels propaganda, lies and poor home preparation.”
And in the same year, the Voronezh region unexpectedly received the results of the State Duma elections. It turned out that the voting data at two polling stations in Transnistria (at those elections they were attached to the electoral commission of the Leninsky district of Voronezh) did not coincide with those indicated in the State Automated System “Elections”. When the registration was opened and the correct numbers were loaded into the system, the leader of the “A Just Russia” list from the Voronezh region and the president of the Moscow Industrial Bank, Abubakar Arsamakov, did not receive the required number of votes to enter the State Duma. Gennady Makin, we note, oversaw the elections in the regional government. A year after that story, in September 2017, the head of the Central Election Commission Ella Pamfilova noted that “the governor ( then the region was headed by Alexey Gordeev. — "Yo!") dismiss his deputy, who cynically used administrative resources.”

Makin is one of the region’s long-lived political leaders. He began his career in 1979 as an instructor of the Voronezh regional committee of the Komsomol. Over the next 11 years in the Novousmansky district he was the first secretary of the district committee of the Komsomol, led the state farm, the executive committee of the district Council of People's Deputies and was the head of the district administration. From 1992 to 1997, he served as First Deputy Head of the Administration of the Voronezh Region, after which he worked for two years as First Deputy Minister of Agriculture and Food of Russia. Makin’s professional career development can be the envy of many of today’s young civil servants
Why doesn't public opinion know much about Makin now? There is also an explanation for this. The deputy governor does not suffer from vanity (the man worked as the Deputy Minister of Agriculture of the Russian Federation, a senator), he has no time and no need to be in the media. And the head of the region, Alexei Gordeev, invited Gennady Makin to his team because he needed a person who would take on the most difficult areas in the regional government. For example, supervision of the construction complex, issues of internal policy and administrative management.

“Gennady Makin was born on October 12, 1957 in the Lipetsk region. His parents are Ivan Egorovich, a mechanic-assembler at the famous tractor plant, and Nina Vasilievna, who worked there. From his third year in the regional committee of the Komsomol, without hesitation, he was assigned a responsible direction - Gennady, without leaving his studies, began working at the regional headquarters of student construction teams. This was a real school in the ability to make responsible decisions. And a year later he was offered to move to the propaganda and agitation department of the regional committee of the Komsomol.
At 29 years old, he is the youngest district head in the Voronezh region
After graduating from university in November 1981, Gennady Ivanovich Makin was elected first secretary of the Novousmansky district Komsomol committee, then in the same area - secretary of the party committee of the Kirovsky state farm. And two years later, at 27, he became the director of the local state farm “Rogachevsky”. Feeling that he lacked thorough knowledge in the field of agriculture, Gennady Ivanovich graduated from the Berezovsky Agricultural College in 1987 with a degree in agronomist, and again with honors. By the way, in 2006 he will also graduate from the Faculty of Economics of VSU.
His next step is the position of chairman of the Novousmansky executive committee. And since 1987, at the age of 29, he is the youngest head of the district in the region. The same, Novousmansky. Among the main principles of Gennady Ivanovich are a scientific approach to management, optimality, the principle of responsibility, modern information support for the management apparatus, etc. 1992 became special for Gennady Ivanovich: he was appointed first deputy head of the administration of the Voronezh region.
The times are more than difficult for the country and our particular region: a shortage of energy resources and fuels and lubricants, a drop in production in the agro-industrial complex, the lack of Money and delays in mutual settlements. The disparity in prices for industrial and livestock products also had a negative impact on the economy of the industry. Not all managers succeeded in new socio-economic conditions to organize the smooth work of their departments. However, the leadership style developed by Makin showed its obvious effectiveness step by step: developing cooperation, integration, attracting investors, helping low-income farms, and so on. As a result, positive changes have emerged and begun to gain momentum in the agro-industrial complex of the Voronezh region.
Such work results could not go unnoticed: in 1997, Gennady Makin became First Deputy Minister of Agriculture of Russia - general director Federal Food Corporation. Makin, appreciating his talent as a leader, was invited to this position by the then Prime Minister Russia.
Makin was in his new high position for only two years... already in 1998, Gennady Ivanovich was the first deputy director of the Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region. And the essence of what happened is this: in 1998, a new government was formed in the country. The shuffling began. A new person was appointed at the head of the Ministry of Agriculture, far from the real problems of agriculture. Without hesitation, Gennady Ivanovich Makin submitted his resignation of his own free will. I didn't want to work with an incompetent boss.

In 1999, Gennady Ivanovich was offered to head the Voronezh branch of the Moscow Industrial Bank as vice president.
